The fact that the "Templates tab did not appear" would say to me that it wasn't an integrated enterprise CA.
If your CA is installed on a Standard Edition of Windows Server 2003 the BPA will flag this as an error if you run the Pre-Deployment scan. And you will probably get an error message when you try to run "ADConfig /createtemplates".
I don't know how it would appear if you skipped the steps above and went ahead with the install. (Maybe you will not be allowed to install?)
